KATHMANDU, JUL 02 - Besides prickly political and ideological differences, the issue of government and reshuffling the party organisations have emerged as a main bone of contention among the top leadership of UCPN (Maoist).
The Central Committee meet of UCPN (Maoist), which has been put off for at least three days on June 24, is still uncertain as Chairman Pusha Kamal Dahal and Vice Chairmen Mohan Baidya and Baburam Bhattarai remained firm to their respective stance.
A senior leader said the talks among the top leaders at recent days are being more focused on the issue of government and allocation of responsibilities to the leaders. Since the postponement of CC, Dahal is holding consultation with his deputies on daily basis but there has not been any progress towards ending the rift.
The Baidya faction is pressing Dahal call back some ministers from the government who have lost the election and send an inclusive faces, ensuring the representation of women, Dalit and marginalised community. Baidya faction has urged to call back those ministers who are near to Dahal.
However, Dahal is refusing to take the decision stating that three is no need to reshuffle the government as parties are on the verge of forming the next government of national consensus, Baidya faction reasons the policy of inclusive representation should be adopted even if the government would not last for long time. The hardliner faction wants the continuation of Jhala Nath Khanal-led government, while Dahal and Bhattarai want to form a national consensus government as per the five-point deal signed on May 29.
To manage the rift, Dahal has proposed the General Convention of party, which has not taken place since 20 years, however Baidya and Bhattarai faction is reasoning that allocation of responsibilities to the leaders is a pre-condition to hold the GC.
Both Baidya and Bhattarai want to reshuffle the party's internal organizations to end Dahal's monopoly at party organizations. Baidya and Bhattarai faction reason that leaders who are close to Dahal are getting lucrative position in the party but leaders supporting to their line are being sidelined.
